After a historic outage, Northwest Indiana deserves answers

The August 11 storm caused exceptional damage. It also exposed urgent questions about vegetation, grid hardening, restoration readiness, and what must change before the next system arrives.

This outage demands more than patience

The August 11 storm was extraordinary. NIPSCO described it as the largest outage event in its history. Its own August 23 update reported 374,500 total outages since the storm began, 352,613 customers restored, and 21,816 still without service. That scale matters. So does the duration for families who spent days without refrigeration, air conditioning, charging, school routines, work access, or reliable information.

Severe weather can break even a well-maintained system. That is not the question. The question is whether Northwest Indiana’s electric system, its maintenance program, its restoration planning, and its public communication were prepared for a foreseeable high-impact event. Residents deserve an independent, fact-based answer.

The damage was real, and so was the burden

The Associated Press reported that winds reached 99 mph and that roughly 300 poles and 44 transmission poles in Gary needed repair or replacement. On August 19, more than 20,000 customers in Gary were still without electricity, while 75,000 remained out across the service territory. Those facts help explain why restoration was difficult. They do not erase the obligation to examine whether damage could have been limited and recovery accelerated.

A prolonged outage is not merely an inconvenience. It becomes a public-health, food, housing, business, school, and safety problem. People who rely on powered medical equipment, refrigerated medication, public transit, phone service, or a paycheck from a closed workplace carry the heaviest burden. A grid’s real test is not only whether it works on a normal day. It is how quickly it can protect people when normal disappears.

The state has already called for a review

Governor Mike Braun directed the Office of Utility Consumer Counselor to seek an Indiana Utility Regulatory Commission investigation into NIPSCO’s preparation for and response to the prolonged outages. The request specifically asks whether vegetation and rights-of-way were adequately maintained, and whether money approved for infrastructure and reliability improvements was spent as promised. That is the right scope for a public review.

An investigation should not begin with a verdict. It should begin with records: outage maps, feeder and substation damage, work orders, vegetation cycles, restoration estimates, crew deployment, mutual-aid requests, customer communications, and the reliability results NIPSCO reported before the storm. The public should be able to see what happened, where the system failed, what worked, and what changes are funded next.

Vegetation management needs transparent results

Trees are not a side issue. In an overhead electric system, limbs and fallen trees can bring down wires, damage poles, block crews, and turn a localized failure into a long restoration project. Indiana’s utility rules require annual vegetation-management reporting, including budgets, actual spending, customer complaints, and data comparing tree-related outages with all other outages. Those reports should be easy for residents to find and understand.

The useful question is not whether every tree can be removed. It cannot, and it should not be. The question is whether high-risk circuits, rights-of-way, and community-critical routes are being inspected, cleared, and tracked on a schedule that matches the weather risk. The review should show where the work occurred, where it did not, and whether outage patterns point to gaps that need attention.

Hardening should be targeted, not rhetorical

“Bury every line” is not a complete plan. Underground systems can be expensive, slow to install, and difficult to repair after flooding. But strategic undergrounding can make sense for selected critical corridors, dense downtown areas, and facilities that support public safety. The same is true for stronger poles, better line design, protected substations, and equipment that can isolate a damaged section instead of leaving a wider area dark.

NIPSCO’s 2024 plan already describes investments in aging infrastructure, system deliverability, and grid modernization. After this event, residents deserve a public scorecard: which projects were completed, which circuits were strengthened, what reliability improvement was expected, what actually happened during the storm, and what work is being accelerated. A plan is not proof. Measurable results are.

Restoration plans should be built for the first 72 hours

When a large outage occurs, customers need more than a broad restoration date. They need clear, neighborhood-level updates that distinguish damage assessment, repair work, safety holds, customer-owned equipment issues, and the next realistic estimate. Estimates will change. Silence or vague language makes an already stressful event harder.

NIPSCO did bring in contractor and mutual-aid crews, and the scale of the damage required a national response. The after-action review should show how quickly that help was requested, where crews were staged, how local governments and community groups received updates, and whether the outage map gave residents enough detail to make decisions about food, medication, work, and temporary shelter.

Community anchors need backup power

The next resilience investment cannot live only on utility poles. Cooling and warming centers, schools, libraries, water and wastewater facilities, senior housing, community clinics, shelters, and communications sites need reliable backup power and tested operating plans. A long outage is less dangerous when neighbors know where they can charge a phone, cool off, receive a meal, refill medication, or get verified information.

Utilities, cities, counties, hospitals, school districts, and community organizations should identify these essential sites before the next storm. Small microgrids, battery systems, generators, and pre-arranged fuel contracts will not prevent every outage. They can prevent a power outage from becoming a wider human emergency.

What residents should ask for next

Northwest Indiana should ask regulators and NIPSCO for a public after-action report, a circuit-by-circuit reliability improvement plan, transparent vegetation reporting, stronger resilience standards for critical facilities, clearer restoration communication, and regular public progress updates. Those requests are not anti-utility. They are pro-reliability and pro-accountability.

The storm may have been historic. The response to it should become a turning point, not a forgotten exception. NIPSCO, state regulators, and local leaders now have a chance to show exactly what will change, who is responsible for each change, how it will be measured, and when residents can expect to see the results. Northwest Indiana cannot control the next storm. It can insist on a stronger recovery from this one.

Official agencies and direct responsible sources are the authority for urgent conditions. Community reports are reviewed before use, and material corrections are made when verified information changes.
